Although this building initially appears to have little architectural significance, it represents a major part of Chula Vista's development as a major citrus-producing center in the late 19th and early 20th centuries. The County of San Diego raised insects known to be beneficial to the citrus orchards that spread throughout the city. The County owned this lot from the early 1910s and connected water to the site in 1926. The building first appears in city directories in 1928 as "San Diego County insectary, C.F. Flynn, Kpr." Thus, it appears likely that the building was completed in 1926 or 1927, although it may have been constructed more than 10 years earlier.

The building continues to be used as office space for  the San Diego County Department of Architecture. It is significant for the role it played in supporting the citrus industry, once the financial mainstay of the city.
